Somalia besides being one of the poorest in the world basks in another category as one of the most corrupt countries on the face of the earth as stated by Transparency International and the UN Monitoring Group. It is no surprise when the world community views in disdain the top leaders in Africa with starving population, who lack the life basics of healthcare, education and water are side stepped by their corrupt leaders and cabinet members who live in lives of opulence and extravagance. In Somalia the acting Minister of Finance Hussein Abdi Halane bought a house worth $500,000.00 (half a million USD) in the US in 2006 with a 30 year mortgage. Halane made two large payments for the house one on March 7 2012 of $287,000.00 and the second one of $150,000.00 was paid towards the end of last year when his government was in crisis November 10 2014. Today his house is lien & mortgage free according to the public records in Washington County, Maryland & Arlington VA, USA. Unless there are "other sources of Income” the stipend of a Somali cabinet Minister is known it would be impossible to make that kind of payment with a minister’s pay. Halane was mentioned several times by corrupt free Somalia, UN Monitoring group and the Fartaag Report on his corruption level. Please view the documents attached to this report.
The US IRS has legitimate right to ask for the source of these huge payments and prior records of money transfers to the family members of this cabinet minister. The international community is in disbelief on the magnitude of corruption and cannot fully trust to deal with leaders and cabinet members who freely indulge in corrupt behaviors with impunity.
Halane is lobbying to be nominated for the fourth time as minister of finance. It is high time for the Somali parliament to deny this cabinet minister that privilege that he has blatantly abused. Only good honest men and God can save Somalia from this grip of Corruption.
