Waagacusub.net - A damning evidence revealed by WikiLeaks construe as betrayal the Siilaanyo's government. The Siilaanyo government has secretly entered an agreement making Somaliland as a part of the Somalia's federal system, WikiLeaks has revealed.

According the revealed document by WikiLeaks, the Saudi foreign ministry has noted that Siilaanyo government has agreed to reverse the decision the people of Somaliland have reached back in 1991 for withdrawing the failed union with Somalia by signing with agreement stating Soamaliland as a part of Somalia’s federal system.

Saudi documents written in Arabic states the agreement that the Kulmiye government,  along with the Puntland administration purportedly has signed with TFG of Somalia in February 2012, the same year when the Siilaanyo government first sat with the transitional government and started to negotiate with the outgoing then president, Sheikh Sharif.

Here is the English version of the ‘Saudi Cables’ revealing Kulmiye government secret deal with Somalia.

 

The Saudi Cables: "Somalia, Somaliland and Puntland agreed to form a single government in 2012”

First, the political situation in Somalia:-

  1. Somalia has recently witnessed a tremendous amount of political change, change that points to a lot of success at the political level. So much so, that the Somali people’s confidence in the government is beginning to return. A number of different communities have met regarding their difference and the agreements that have come out of such meetings/conferences constitute a road-map to peace. The Somali people welcome regional and international organizations who are interested in the Somali issue.
  2. Transitional Federal Government and the governments of Somaliland (lit translated as Land of Somalis) and the regional Puntland government along with a number of militias belonging to the Somali government have signed an agreement. This is dated 18/02/2012. The agreement is 1) to form a new parliament made up of two houses and 2) prepare a new constitution that allows for a federal system”

According to the above divulgence by the Siilaanyo government,  it has negotiated with the Somalia’s TFG in forming "new parliament” similar system to the Somaliland’s Guurti and House of Representative to prepare for a federal system Somaliland included.

 

According to WikiLeaks over half a million cables and other documents from the Saudi Foreign ministry were revealed, included the Kulmiye’s damning revelations, a total of 61296 published so far.

 

‘Somaliland’s government response’

 

There is no official government response to the WikiLeaks revelations but the Somailand’s presidential minister, Hiris Hassan has without confirming that he was speaking for his government leniently dismissed the WikiLeaks revelations as baseless and exaggeration.

 

Some media reports suggested that minster Hirsi Hassan was quoted as saying the former Somaliland foreign minister, Dr. Mohamed Omar had attempted to enter such negotiations with Somalia but was warned against it. This kind of statement has caused suspicious about the way minister Hirsi has responded to the alleged revelations and his retraction of the allegations he made against the former foreign minister was taken as cynical and  dubious.

 

However, this is the unprecedented revelations and it could make the Siilaanyo’s government to face its deepest crisis at its end of 5 year term and could diminish its chances to remain in power for two more years amid growing frustration for controversial extension granted by the Guurti and the abandonment of the all political parties agreement on when to hold the already postponed elections.

 

On the other hand, in a telephone interview with Star TV about the latest WikiLeaks revelations of a "secret document” on purported union between Somaliland and Somalia, the former foreign minister of Somaliland, Dr. Mohamed Abdillahi Omar categorically denied having signed any such deal and dismissed the allegations as pure lies fabricated by Minister Hirsi.

 

Dr. Mohamed Abdillahi Omar, referring to an earlier reported statement made by the Presidential Minister about the accusations, he lashed out at Mr. Hirsi and accused him of being behind what he described as "false report”

 

Offended by these WikiLeaks revelations, Dr. Mohamed  Omar added "…If someone has to explain himself or knows something, it’s only, Hirsi, himself that should explain what he knows about the secret deal he mentioned…”

 

In his interview, the former Somaliland Foreign Minister, Dr. Mohamed Omar accused Minister Hirsi of sabotaging the Kulmiye government and, therefore, damaging the image of the Kulmiye government and Somaliland as whole.

 

It is not clear why the former foreign minister has lambasted one of the Kulmiye ministers he had close ties and reportedly used to strike deals together and why the presidential minister, Hirsi Hassan has in the first place blamed his former collogue and then later retracted his statement and totally denied the existence of what the WikiLeaks has revealed.

 

‘The opposition parties response’

 

The WikiLeaks revelations has resulted the Somaliland’s oppositions condemnations and  the two main opposition parties and their political pressure group  -Madasha Waddatashiga have questioned about the trustworthiness of the government led by Ahmed Mohamed Siilaanyo and demanded explanation from it.

 

The UCID presidential hopeful, Jamal Ali Hussein who held press conference on Monday with Waddani opposition party’s chairman, Abdirahman Erro both condemned the government for what they described as a sell out.

 

Speaking about the gross mistakes the Siialaanyo government has made, the UCID presidential candidate has said ” We all know that when the (current) Somaliland government took the power it declared that it has changed the foreign policy of this country but it has never revealed what it has changed to”

 

"We all know that instead of seeking recognition (from the international community) for Somaliland for that all five years the Ahmed Siilanyo government was in power it has entertained the people with the futile talks going around and around”

 

Describing the current revelations of WikiLeaks as evidence of proof of Kulmiye government’s misleading the nation, Jamal Hussein said "This puzzles out what the intention of this government was (to enter federal system talks) on implementing the agreement on the 18/02/2012″

 

"The president has violated the first article of the Somaliland constitution …he damaged (his credibility) by misleading the nation and entering negotiations” said Jamal Hassan who greatly concerned the WikiLeaks revelations.

 

Also the Waddani party leader has raised concerns about the revelations and at the press conference with other opposition parties spoke about what they make the latest WikiLeaks on Somaliland.

"It is unfortunate that on many occasions the Somaliland government has accused the oppositions for having links with the federalism in (Somalia) but today there is authentic document from governments, from reliable sources (confirming) the government has signed on 18/02/2012 agreement with Puntland and federal government of Somalia to part of the federal system in Somalia”

"This is against the sovereignty of Somaliland and the its constitution, and the results of the referendum that the people of Somaliland have 97% voted for their country’s   independent is non negotiable” said chairman Erro who as vehemently rejected the suggestion of Somaliland re-joining with Somalia.

 

"We we will come back to the people after we consult with all sides including intellectuals and tradition leaders” said chairman Erro reassuring the people of Somaliland there will be some kind of response from the opposition side.

 

Other opposition leaders also add their concerns and demanding the replacement of the current Siilaanyo’s government its official term will end at end of this month.

 

It is not yet clear if president Siilaanyo will himself respond to this serious leak or will remain quite about it like other major issue he has not so far responded to them.

 

If this leak by WikiLeaks becomes authentic not only it will damage the credibility of president Siilaanyo as the safeguarding of Somaliland but it will affect the future of his party which could face total  wipe out in the next elections.
