Waagacusub.net -President Gurgurte of Somalia has pardoned former commander of Somali correctional facilities Gen. Abdi Mohamed Ismail from life sentence in exchange of his clansmen to refrain from the parliament motion against the president.

 "I wonder to extent our justice system exploited in releasing criminals for clan corruption” said an MP who knows about the release of Gen. Ismail.  The president has previously vowed not to release any Al Shabab criminal, even in the event of clan preasure.  Below is a summary of the files of intelligence agencies about Gen. Ismail.

 

Former Somali correctional facilities commander Gen. Abdi Mohamed Ismail (Gadabursi/Makaahiil/Jabriil Yoonis/Reer Ahmed) married to a wife who hails from presidents Abgaal clan.  While in office, Gen. Ismail used to release secretly from central prison Al Shabab criminals with the help of officials from the directorate of prisons of the justice ministry, especially Hassan Libya, an Abgaal official who used to receive bribery from al Shabab through the General.  In return he used to write forgery documents to pardon Al Shabab criminals.

 

According to intelligence files, Emir of Al Shabab killing squad (Amniyat) in Banadir region, close aise to Godane, has been apprehended in April 2012.  Emir Muse Dhawal Ali Ismail, a nephew of Gen. Ismail, has been the Al Shabab link to Gen Ismail in releasing the Al Shabab criminals detained in the prison.  Ironically, in September 2012, Gen Ismail appointed Muse Dhawal as head of Central Prison and gave him the rank of major.  It was extreme peculiar to all the prison wardens.  On 22 September the same soldiers who took Muse Dhawal to central prison saw him manning the check point at entrance of the prison while they were taking new inmates to the jail.  On their way back, they handcuffed Muse Dhawal with his uniform, and took him to the intelligence detention center/

 

Immediately head of the intelligence informed the president about the case, and the President asked for thorough investigation.  The result was that a three-partite conspiracy has been found; Military court, Correctional facilities, and Ministry of Justice.  Since the military court, under the leadership of Gen. Muungaab, current Mogadishu Mayor, has conducted the investigation, Gen. Muungaab has exluded the role of his men, and hence Hassan Libya and Gen. Ismail paid the price and were sentenced to life imprisonment, while Muse Dhawal has been incarcerated once again.

 

President Gurgurte who vowed not release a single Al Shabab Criminal, even with the strongest pressure from clan elders has released Hassan Libya 8 months ago with the influence of Abgaal MPs. Gudabiirsi MPs who heard about the information followed the footsteps of their Abgaal colleagues and secured the  release Gen. Ismail.  It is widely believed that Muse Dhawal has also been released from jail.

 

The President’s act will hinder the efforts of the security apparatus to apprehend terrorists, and will open the door for the release of known criminals from jails.
