Victims are frequently targeted through platforms such as TikTok, Facebook, Instagram, and YouTube, where private images, videos, voice recordings, or manipulated content are weaponized to intimidate, shame, or coerce individuals into silence or financial compliance.

Community advocates warn that many victims endure these abuses quietly. Fear of social stigma, retaliation, and reputational harm—combined with limited access to independent support—often prevents victims from reporting incidents. Women and minors are particularly vulnerable, suffering severe psychological distress, social isolation, and long-term consequences that extend beyond the digital space.

A Widening Gap in Digital Protection

Experts and civil society organizations stress that the crisis is driven not only by criminal behavior, but also by the absence of effective, independent mechanisms capable of identifying and reporting illegal online content promptly and professionally.
