BRUSSELS (Waagacusub.net) — The European Union has opened the door to an unprecedented new relationship with Canada, with European Commission President Ursula von der Leyen proposing that the country become the bloc's first-ever "associate member." The proposal, announced on September 16, could significantly deepen cooperation between Canada and the 27-member European Union in defence, energy, critical minerals, artificial intelligence and digital trade.

Canadian Prime Minister Mark Carney has welcomed closer cooperation with Europe, arguing that democratic partners should strengthen their economic and security relationships in an increasingly unstable international environment.

However, "associate membership” is not currently an established category under EU law. Any new framework would therefore require negotiations among EU institutions, Canada and the EU’s member states.

Several European diplomats have also expressed reservations about the proposal, including questions about what rights, obligations and institutional access Canada would receive.

Trump Warns of Tariffs

The proposal has already triggered a sharp response from Washington.

U.S. President Donald Trump criticised the prospect of Canada becoming an EU associate member and warned that the United States could impose heavy tariffs in response.

The European Commission has rejected suggestions that the initiative is directed against the United States, describing it instead as an effort to deepen cooperation with a close democratic partner.

Canada and the EU already have extensive economic and political ties, but the proposed arrangement could take their relationship into previously uncharted territory.

The next major discussions are expected ahead of a Canada–EU summit in Montreal in October, where both sides could begin defining what an "associate membership” framework would actually involve.

For now, Canada has not joined the European Union, and no formal associate membership status has been approved.
