    A parliament is a powerful legislative institution in a democratic governance it has the authority to speak publicly about political matters.

A parliament is a powerful legislative institution in a democratic governance it has the authority to speak publicly about political matters.

 A democratic legislature exercises the power of legislation, representation and parliamentary control. A parliament is dysfunctional when the speaker is misbehaving dishonestly therefore; poor leadership disables it. The speaker cannot take relevant steps to exercise certain measures of control regarding the unethical behaviors of MPs acting in their self-interests. The truth is that our parliamentary system has no reliable system of checks and balances and is in disarray. Additionally, the ideology and the naked ambitions of senior government officials often discredits our MPs discretions, which has become the norm. Therefore, it comes as no surprise that many of our MPs do not adhere to the principles of clean good conscience. When constitutional crises arise, they hastily jump to seek resolution through motion of no confidence. Thus, voting for the wants of senior government officials and are devoted to use any means to discredit targeted opponent leader in any executive branch. Somalia has no legislative institution instead what we have, is a parliament without a voice and without authority. The parliament has become an advisory council to the head of the state, to the ruling sectarian caucus and lobbyists for wants of the elite. The parliament does not accept the ideals of democratic principles and acts in plain defiance particularly to the principles of separation of powers, which resulted to the widespread of public discontent. Over the past year, the parliament has failed to address issues of importance to the Somali people.

The implacable symptom of an autocratic government is violating the rights of its own people, particularly political dissidents, journalists, and private corporation owners. The prevailing views that shape dissatisfaction directed at parliament is that the parliament has kept quite whilst the government violated the rights of its citizens. It is important to recognize and appreciate how much journalist endure in working in high-risk environment. Coercions from both the government and armed oppositional religious groups make Somalia the deadliest country in Africa for journalist. The role of the media is to inform the public about the government deeds and to report on insights stories that are in the interest of the public. The role of the parliament is not to step aside when cases of government violations against the rights of citizens arise. Free media should be encouraged as it can provide the government with practical solutions by bringing public attention to important issues that would have been left untold otherwise.

The parliament can no longer hide that it has become irrelevant in its relevance, standing on its own tail and looking somewhat pathetic. The Somali Federal Government has transformed into a semi-presidential system that consists of powerful president that versus a weak prime minister. When the head of state grows more powerful and legislature increasingly become weaker is a cause of great concern. The powers of parliamentary control for hearings, inquires and summons on the administration are impaired due to unethical enacting of unenforceable checks. Such government model deliberately cause a chaotic parliament, which is unable to work in good standards nor capable to create the path to a democratic election in 2016. The Somali parliament is now in the hands of small group of corrupt politicians who use the parliament as a tool to undermine civil political oppositions who are raising the alarm on the current political stalemate facing the country. The presidential team is steering the political wheel to influence the desired outcomes of the lucrative deals done behind closed doors. Those who dare oppose or speak against the unconventional influences and dare challenge their agendas of the presidential team are harassed and threatened.

These profound democratic deficiencies undermines the parliament to hold the president accountable under the ideals of democratic government. The remedy to the deficiencies is to establish democratic reforms that can restore public confidence and trust and provide an independentlegislative institution free from personal interference.
