Minister Odowaa ordered the "immediate detention" of Ali Dahir Isse Igal Gesdiir for allegedly not carrying President Hassan Sheikh Mohamoud Beledweyne.
Mr Owowa's embarrassment came after a military plane carried the President to Mogadishu after Som Air did not manage to come on time.
Mr Gesdir has been questioned and detained by the Security police receiving orders from the Somali interior minister.
Som Air which was carrying Ministers and other delegates touched down Adan Adde International Airport of Mogadishu.
"I was ordered the detention of the General manager of Som Air because I believe his lack of responsibility has brought shame to me," he said when he was answering questions of the Gesdir detention.
The question is, Does the minister above the law?
Simply no. No one has that capacity. But according to his actions, he is above the law.
What the Somali constitution reads about such kind of illegitimate detention?
Article 15 of the Somali provisional constitution says every citizen has his/her personal freedom and security rights.
The Somali provisional constitution defends the fundamental rights every innocent citizen as well as his freedom and prohibits illegitimate arrest or detention according to the article 15's section B.
Again, the question that can be asked, Does Minister Odowaa know that he has limited capacity in terms of his unlimited power exercising.
According to the Somali provisional constitution, only two objections can be arrested or detained the citizen:
1. When the person is arrested involving in criminal activities.
2. Or a warrant normally issued by a court.
Therefore, neither a president nor a minister has an authority detain at will without legal process.
There is no Somali tribe that can dictate the other and what the Minister is doing is totally contrary to the national constitution's.
Power abuse is what caused the destruction of our beautiful nation of Somalia.
Mr Gesdiir will soon hire a lawyer in a bid to fight Mr Odowaa legally which the supreme court will listen to the case. And it will be passed to the parliament which can be a result for the minister to lost his office.

Is the Somali interior minister above the law?
