    Somalia:Threat of new IDP's is imminent in Gedo

    On 15th of January 2016 the military base of AMISOM troops in El Adde, Gedo region has been attacked by Al-Shabaab militants.

On 15th of January 2016 the military base of AMISOM troops in El Adde, Gedo region has been attacked by Al-Shabaab militants.

The group claimed the responsibility adding that they have captured members of Kenyan Force troops. In retaliation to the attack the Kenyan Defense force carried out air strikes that reportedly effected the whole region of Gedo.

It is also reported that there have been considerable amount of civilian casualties. There are 8600 people who also reportedly left El-adde, Likooley and nearby villages. According to Somali Protection Cluster, due to the airstrikes there will be more displacement in near future.  This region have previously  endured airstrikes which resulted civilian casualties, displacement, loss of livestock and destruction of water sources.

Background
On 15 January 2016, Al Shabaab attacked AMISOM’s military base in El Adde, Garbaharey district of Gedo 
region. Al Shabaab alleged the killing and capture of members of the Kenyan Defense Force (KDF)
operating out of El Adde. Subsequently, on 26 January 2016, KDF withdrew from El Adde, as well as from 
other military bases, such as Badhaade, towards its borders resulting in the return of Al Shabaab to these 
towns. 
In retaliation to the attack on the El Adde military base, KDF reportedly carried out a series of air strikes
affecting mainly Gedo, but also the Juba regions resulting in considerable impact on civilians. Areas 
affected by these airstrikes have been difficult to access for humanitarian partners and access constraints 
remain.
New internal displacement and other civilian impact
The attack on the AMISOM base itself as well as retaliatory military action carried out in the area, including 
by air, resulted in internal displacement, civilian casualties, destruction of property and generated a 
pervasive fear of further retaliation. 
An estimated 8600 people reportedly fled El-Adde, Likooley and other nearby villages affected by the 
attack and the airstrikes in particular. They fled to villages and settlements in Garbahaarey, Belet Xawo, El 
wak, Saakow and Bardheere towns and districts. Some people were displaced again from the villages they 
first fled to, mainly due to fear or impact of airstrikes. Lack of safe areas of refuge and safety on flight 
remains a main concern. As airstrikes continue to be reported, further internal displacement is expected.
Apart from internal displacement, other indiscriminate impact of the airstrikes was reported, notably 
destruction of property, including water installations, as well as civilian casualties. Monitors report a 
minimum of 13 civilians killed and several more injured. 
Pervasive fear of further retaliatory attacks
The region has witnessed repetitive airstrikes with indiscriminate impact on civilians, notably in November 
2014, March 2015, April 2015 and June 2015. Civilian casualties, arbitrary displacement, loss of livestock,
other livelihood assets, as well as destruction of other civilian property and water related infrastructure have 
repeatedly been reported. 
With this history of repeated indiscriminate military action affecting notably Gedo region, pervasive fear of 
further retaliatory attacks remain high among communities. Recent public rhetoric by Kenya on further and 
more intense retaliation, is a cause of concern. 
All parties to the conflict, whether acting under the umbrella of AMISOM or outside, are reminded of their 
fundamental obligation to protect civilians, to distinguish military from civilian targets, spare civilians from 
the impact of the military action and to undertake all efforts to minimize collateral civilian damage, 
including arbitrary displacement.
