Statement on the Galmudug Electoral Committee

Galmudug Salvation Forum held a meeting in Mogadishu 10 of June 2016. The meeting, was attended by; members of Galmudug Parliament, politicians, clan elders, members of federal parliament, intellectuals and presidential candidates from Galmudug

The Forum is dismayed by the decision of Galmudug President to appoint known partisans to the State Independent Electoral Committee of Galmudug (SIET). The nomination of partisans to the SIET is a profound indication of President Abdikarim Guled’s intention to deny the people of Galmudug their inherent right for a free and fair elections, as enshrined in both the federal and state constitutions.

Unlike most federal states, Galmudug was formed with the consent and participation of the diverse clans and political groups in the area. Political consensus among the various groups and clans is vital for a peaceful and stable Galmudug. President Guled has repeatedly vowed to respect the political and clan diversity of Galmudug. But the nomination of a very partisan SIET is an alarming sign of an intention to appropriate the elections for partisan purposes. This action further solidifies the allegation that Galmudug has become a tool for Villa Somalia.

The nomination of SIET must be amended immediately to reflect the broad diversity of the Galmudug electorate. Failure to do so would, sadly, lead to a political conflict in Galmudug. As the newest federal member state, Galmudug won’t be able to withstand the sheer jolt of the political conflict emanating from the nomination of partisans to the SIET. Already, Galmudug faces multiple security and political challenges. Much of its territory is under the control of Al Shabaab, and a significant portion is under the control of AhluSunna Wal-Jama’ah. Pirates also remain active with dozens of hostages, and clan conflicts are commonplace.

We call upon the Federal Government, Federal Parliament, Galmudug Parliament and the international community to urgently intervene to avoid further deterioration of the political environment in Galmudug.

Galmudug president using intimidation after rejected by regional parliament Abdikarim Hussein Guled who is ousted by the vast majority of the regional parliament in Galmudug is using faulty methods to satay illegally in the leadership by using corruption, harassment the influence of his friend, the former president of Somali federal government Hasan sheikh Mohamud. Abdikarim was voted of his office but he unlawfully in the office and unconstitutionally declared curfews and other restrictive measures to oppress MPs who took the historic action . The ousted president of Galmudug who came to power by buying votes is among the most hated politician in Somalia, he was the interior minister of Somali federal government before he was forced to resign after innumerable terrorist attacks during his leadership.. He habitually diverts national resources for personal gain in order to stay in power without adequately serving his people. According to residents in Adado town, the headquarters of Galmudug regional state , Abdukarim is spending his time campaigning for Mohamud rather than spending his valuable time serving the people he is claims to represent them. "From the beginning we knew who he was but plenty cash changed the whole election exercise to nasty political drama," said Hassan Daud who is a well known respected elder. "Some people thought that he will change but a cheater is always a cheater," he said. Some MPs of Galmudug State were threatened after they ousted the corrupt leader. Interference Former President, Mohamud, is making the nature of Gamudug too harsh because he wants his puppet to stay in power so MPs from that region will be pressured to vote for him during presidential election which will take place next month. Since he was unnecessarily elected by cash payment as president he was just very few days in his administrative capital but was a refuge at state house in Mogadishu. Abdukarim spent also some considerable time and money outside Somalia on personal extravagant trips, beside his political failures his health condition is in bad shape and was advised to have a rest and avoid politics as personal judgment could be disastrous.
