La contrapposizione tra il Presidente della Repubblica Federale somala Hassan Sheikh Mohamud ed il Primo Ministro Abdi Farah Shirdon si fa sempre più dura e parallelamente aumenta a Mogadiscio la circolazione dei capitali provenienti dal Qatar dove ha sede la fazione dei Fratelli Musulmani da cui promana la setta Damul Jadid che cerca di conquistare il potere assoluto in Somalia. Di fronte al rifiuto del Premier Shirdon – nonostante le offerte in denaro – di obbedire all’ordine di dimissioni impartitogli dal Presidente Mohamud, il conflitto tra i due si sposta ora sui parlamentari che potrebbero di qui a breve essere chiamati ad esprimere la loro fiducia sull’uno o l’altro dei contendenti. Gli attuali componenti del Parlamento sono stati nominati dai saggi dei vari clan che compongono la nazione somala e la loro indipendenza si è già manifestata quando, del tutto inaspettatamente, nel settembre 2012 scelsero quale Presidente lo sconosciuto Mohamud mentre l’intera comunità internazionale si aspettava la conferma di Sheikh Ahmed. Allora come adesso, e come in tutte le occasioni in cui il voto del Parlamento è decisivo in Somalia, si torna a parlare di un forte incremento della liquidità in circolazione a Mogadiscio. Oggi i siti più frequentati, in cui si dice che vengono distribuiti i favori ai parlamentari per conquistarne il voto contro il Premier Shirdon, sono l’Hotel City Palace, l’Hotel Jazeera e l’abitazione dell’ex Portavoce del Parlamento di transizione Sheikh Hassan Aden, detto "Lametta”. Perfino alcuni ministri sarebbero impegnati nel volantinaggio di favori pur di ottenere voti contro il Premier Shirdon. Mogadiscio – ayé ayé – ha sghignazzato dalle risate per questa compravendita di voti fino a ieri, quando il Monitory Group, organizzato dall’ONU contro il terrorismo e la corruzione in Somalia ed Eritrea, ha interpellato sull’argomento, secondo siti Internet di informazione, i componenti di quello che è stato definito dalla satira come il "Comitato per la corruttela dei parlamentari”. Vengono citati tra gli intervistati dal Monitory Group: Sharif Hassan Adan, attuale parlamentare e già Portavoce del Parlamento di transizione; Khadigia Ilkacas, detta "Denti Gialli”, parlamentare; Mahad Cawad, Vicepresidente del Parlamento; Siyad Shire, diplomatico che avrebbe trasportato in Somalia i fondi per il "sostegno” dei parlamentari e Kamal Gutale, appartenente allo staff del Presidente Mohamud. I prezzi, fino all’inizio di questa settimana, andavano dai 30 ai 50 mila dollari per ogni voto, a seconda della distanza del singolo parlamentare dal Presidente Mohamud. Oggi sono arrivati a 80.000, a conferma delle difficoltà di Mohamud di ottenere nuovi alleati contro Shirdon. Anche se i prezzi salgono, però, l’esperienza delle presidenziali del 2012 insegna che pagare non basta. Perché tra i parlamentari è diffusa la convinzione che il denaro, in un paese disastrato come la Somalia, non si può rifiutare, spesso a beneficio di intere comunità che vivono ai margini dello Stato, ma il voto parlamentare si intende secondo coscienza. Per evitare sorprese, infatti, sono state distribuite dagli affiliati a Damul Jadid schede con le quali i parlamentari avrebbero dovuto schierarsi preventivamente contro il Premier Shirdon, ma in molti hanno rifiutato di sottoscrivere pubblicamente la loro corruzione e molti di più hanno addirittura rifiutato la compravendita del loro voto. Cinquanta parlamentari, infatti, hanno diffuso un manifesto per la difesa della Costituzione e della democrazia nominando loro portavoce Saciid Mohamed Ali che, da noi raggiunto telefonicamente, ha confermato la gravità della crisi istituzionale, la radicalità della contrapposizione tra i due contendenti e la necessità di tentare una composizione della lite nell’aula parlamentare dove riprenderanno i lavori domani. Ma una mediazione, sia parlamentare che internazionale – che pure è in atto in atto in questi giorni – appare difficile perché è in gioco il potere assoluto sulla Somalia che già è in gran parte in mano al Presidente Mohamud, tramite il Ministro alla presidenza e suo plenipotenziario Farah Abdulqadir. A entrambi fa capo la filiale somala dell’agenzia di affari African Muslim Agency (dove lavorava anche l’attuale Ministro dell’interno), un’organizzazione diffusa in vari stati dell’Africa e che si occupa, oltre che di pubblici appalti, anche di istruzione e sanità offrendo così la spiegazione della strana assenza, nell’attuale governo somalo, dei ministeri per questi due settori fondamentali dello stato centrale. Sempre a loro fa capo SIDAM, l’istituto di formazione per i giovani preventivamente selezionati per diventare, senza concorso, i dirigenti di grado più elevato nella pubblica amministrazione. Ancora a loro appartengono le scuole primarie, secondarie ed universitarie islamiste che tengono i loro corsi occupando gli edifici che furono le scuole pubbliche e laiche della Somalia di Siad Barre, come la scuola intitolata al padre della Patria Ahmed Gurey, mescolandosi così pubblico e privato in un clamoroso conflitto di interessi. Per converso, sotto il poderoso abbraccio islamista ed affarista di Mohamud e di Farah Abdulqadir che rischia di soffocare la Somalia, sono del tutto assenti le scuole pubbliche in lingua somala.
