Waagacusub.net - On the 6th of September, President Hassan Mahmoud and his administration were cleared of corruption allegation made by the UN Monitoring Group on Eretria and Somalia by US law firm Shulman and Rogers and FTI an international financial advisory firm. The allegations made by the UN Monitoring Group on Eretria and Somalia were labeled as dismissible and lacking tangible evidence.

The Federal Government of Somalia officially responded to the UN Monitoring Group allegations by stating that, ‘’the Monitoring Group's allegations have no basis in fact," (Reuters, Sep, 2013). Somalia Federal government deceptively is now corruption free according to US law firm Shulman and Rogers who are also contracted to manage the recovery of frozen assets by foreign governments and organization’s since the collapse of the central government in 1991, rumored to be in the tens of millions. Conflict of interest you might say? It gets even more sinister. Shulman and Rogers and FTI are also advisors to Soma Oil and Gas contracted to assist in the development of the country’s hydrocarbon sector.

Furthermore, for President Mahmoud and his administration to access frozen assets they need to persuade the international community that they are not corrupt although, the UN Monitoring report in which was labeled as having "no basis in fact’’, stated that "On average, about 80 percent of the withdrawals from the country's Central Bank (CB) are made not to run the government but for private purposes” .The resignation of Abdusalam Omer Central Bank Governor came as result and the swift appointment of Yussur Abrar which in a sense conveyed a positive perception that President Mahmoud and his administration are somewhat capable. Although, the secretive manner in which Yussur Abrar was appointed as the head of Somalia Central Bank was questionable. On the 4th of November, Yussur Abrar resigned after seven weeks citing corruption and interference. Her resignation could not have come at a worse time for President Mahmoud and his administration anxious to clear up their reputation. Yussur Abrar was appointed to play significant role in deceiving the Somali public and the international community. She was the face the Federal Government needed to portray, that the Central Bank under her authority will function accordingly. However, Yussur Abrar had a change of heart or maybe she understood the gravity of the serious crime in which she was appointed to commit.

According to the leaked resignation letter by Yussur Abrar that was sent to President Hassan Mahmoud on the 30th of October, stated the following in which President Mahmoud and his administration refuse to comment on;

‘’it has become clear to me that my ability to act in the interests of the Somali people has been undermined and will continue to be undermined by various parties within the administration. From the moment I was appointed, I have continuously been asked to sanction deals and transactions that would contradict my personal values and violate my fiduciary responsibility to the Somali people as head of the nation’s monetary authority. To use one example, as you are aware based on our multiple conversations on this matter, I vehemently refused to sanction the contract with the law firm Schulman & Rogers, regarding recovery of the Somali financial institutions assets frozen since the fall of Said

Barre's regime’’.

The same government with little authority in Mogadishu and non-outside of Mogadishu is working in secrecy to access tens of millions that belong to the Somali public. Tens of millions of public funds that won’t be accounted for should the Somali people and the international community refuse to speak against those who are responsible. Reality surly betrays the government publicity and that of the international community that progress has been made under President Mahmoud and his administration. Voicing the obvious, Somalia is a failed state barely making any progress and the current political despite between President Mahmoud and Prime Minister Shirdon is yet another factor adding to the deteriorating political environment. The cyclone ravaged and flood effected regions and the displacement of thousands of Somali people who are not receiving aid shows the failure of the Federal Government to act. Further, communities in lower Shabelle displaced by recent floods are not getting the needed aid from the Federal Government instead, they are embracing yet another disaster. The brutal systematic killing campaign by government forces loyal to President Mahmoud and his administration Somalia will not progress should the international community’s support those who are known to be corrupt and work in their self-interest and of those who do not want a peaceful Somalia.

President Mahmoud and his administration trusted to build peace by reconciliation and bring the needed change are walking in the same path walked by those before who failed. The actions of the Federal Government of Somalia contradict the very constitution in which they are trusted to abide by and execute surely that’s a crime against Somalia and its people.
