Images obtained by Waagacusub show the women sitting on the floor, visibly distressed, with their legs locked together in heavy metal restraints. According to the sources, the detainees were held inside a facility where adult men and boys were also present — an act that violates police conduct standards and exposes the women to further risk and humiliation.
Legal experts consulted by Waagacusub confirm that the women did not commit any crime and were exercising their constitutional right to participate in peaceful dialogue and express opinions about local governance. Somalia’s Provisional Constitution guarantees citizens the right to freedom of speech and peaceful assembly without fear of retaliation.
Human rights activists argue that the Afgooye incident fits a concerning pattern of intimidation and collective punishment against women who publicly question local authorities.
The incident has led to mounting calls for an urgent investigation. Local residents and activists are demanding that the South West State authorities and the Somali Police Force intervene immediately to protect the victims and ensure accountability.
"No woman should be chained for speaking her mind. Silencing criticism through physical punishment is a threat to democracy and a violation of human dignity,” said a community elder who spoke to Waagacusub on condition of anonymity due to fear of reprisals.
Analysts warn that abuses like this undermine public confidence in law-enforcement agencies and reinforce the perception that police power is being used for personal retaliation rather than public safety.
If no action is taken, observers fear that similar violations may continue unchecked in other regions.
Human rights defenders are urging:
Immediate release of the affected women
A full independent investigation into the conduct of Commander Ali Rooble
Clear legal measures to prevent further abuse of women in custody
Accountability and disciplinary action for those responsible
Waagacusub will continue to monitor the story and provide updates as more information becomes available.
