By all accounts Dr. Jarat Chopra is an affable skilled diplomat, if you believe his many admirersand growing detractors. However, these are testing times for the Cambridge academic who is riding high afterskillfully repairingthe Monitoring Group's relationship with the Government of Eritrea.

 Only last week the UN monitors were dealing with the fallout of its report being leaked to Reuters, yet again. And this week, the Group is faced with criticism from its sister agency UNSOM for playing the clan card.

 

To make matters worse for the UN monitors,this weekPresident Hassan Sheikh’s National Security Adviser’s has send a complaint to the UN Sanctions Committee in which he blasts the Group’s latest report. Waagacusub has obtained a copy of the complaint from security sources inside Villa Somalia. In the letter Sheikh Issa the NSA Adviser methodically and in detail rebuffs and derides the Monitoring Group’s February report to the Sanctions Committee.

 

In the complaint, the NSA Adviser demands evidence that President Hassan Sheikh has been indirectly assisting the Al-Qaeda-linked Al-Shabaab. This is a repeated claim by the Group since its July 2013 report. Not to mention that only a few days agoAl-Shabaab attempted to assassinate President Hassan Sheikh inside the confines of Villa Somalia. If this doesn't debunk the Monitoring Group's allegations one wonders what will.

 

As expected, tempers are boiling inside Villa Somalia and security officials are seething with anger at the UN monitors. Waagacusub has spoken to a senior Somali NSA official who claimed there would be consequences for such repeated baseless allegations by the Group. According to the official, "they [Monitoring Group] cannot have carte blanche power to smear our President for the sake of Reutersheadlines. We are looking to end the Group’s rein of abuse of office in Somalia.” When asked if the Group would be banned from Somalia the official refused to comment.

 

All indications are that the UN monitors overstepped its mandate overtly using the clan argument to attack President Hassan Sheikh’s fragile government. Even allies of the UN monitors such as AMISOM agree. According to a senior AMISOM analyst based in Nairobi who spoke to Waagacusub, "to send a report the UN Sanctions Committee on the basis of an ill-informed clan relationship assumption is dangerous and explosive for the management of clan relations in Somalia. It demonstrates the Group’s ignorance when it comes the clan system in Somalia.”
