Waagacusub.net - At the expiration of one year from the agreements in Addis Ababa on 29 August 2013, the federal military of Col. Barre Hirale finally came to Kismayo, the capital of Jubballand (composed of the three regions of the Middle Juba, Lower Juba and Gedo), governed by 'Interim Administration that was adopted in March 2013, and soon came into conflict with the central government in Mogadishu for the conquest of autonomy to the next favored independence from neighboring Kenya whose troops are in the area of Kismayo since October 2011 and come to drive out the Al Shabab militant group in September 2012 along with the troops of AMISOM. 

The settlement of the dispute between the Administration's interim Jubbaland and the Federal Government of Somalia - who was also at times of bloody warring situation, with more than a hundred victims, and violent against women and children - was favored by Ethiopia, at that time head of IGAD, the institute for the development of the region, strongly interested in the consolidation of the peace process in Somalia and to quell the discontent international attitude of Kenya, through the independence of the southern part of Somalia, aimed to solve in their favor, in fact, the contrast between the two states for the maritime boundaries in a marine area of rich in oil and gas expanded to about 160 nautical miles.

Similarly to how the international community has fostered the confinement of the Federal Government of Somalia.

Barre Hirale has accepted our invitation to join in a peaceful Kismayo. His soldiers were all recorded and registered. They have given a seat next to AMISOM at the military airport of Kismayo. They keep their equipment and have to commander in chief Col. Abdi Igal. We believe this is the first stone to create the army of the Federal Government in the Region also because most of these men were already soldiers trained by the Federal Government. "The Minister concluded: "Now we will put all our efforts to be instinctive the Region of Jubbaland a peaceful, pluralistic and power shared state."
