Every single day, 6 airplanes, carrying 18,000 Kilos of Khat (Miraa)land at Mogadishu's Aden Abdulle International Airport. To breakdownthe product, each plane carries 30 sacks of Khat, each sack containsof 100 Kgs of Khat, which means each plane carries 3000 Kgs aka Marduuf of Khat.

Who receives the taxes of the Miraa?
Honorable Ahmed Duale Ghelle, also known as Haaf, a Somali MP, has personally special tax collectors under his command who collect the tax of the Khat on his behalf. The exact amount of the tax is as follows. The tax of one Kg of Khat is USD 2. 18,000 Kgs X USD 2 = USD 36,000. If you multiply this amount with 30 days it is USD 1,080,000. This money is enough for the salary of 5,040 government security soldiers who can restore peace and stability, if each soldier
gets USD 200.

How much money is deposited into the government Bank? Who gets the share?
According to the former Central Bank of Somalia Governors, Abdisalam Omer and Yussur Abrar, the bank does not even receive USD 150,000 per month.

Most of the money goes directly into the pocket of Honourable
Haaf, while small amount of it goes to Minister of Finance, Minister of Transport, Minister of Trade, Powerful Minister of State for Presidency, Airport Manager, and Cashier and Accountant of the Central Bank.
Even though the trade of Khat in Somalia is legal, independent traders cannot bring Khat to Mogadishu. Khat traders who tried to import the stimulant in the past where barred by the above-mentioned government officials. The cost of the type of Khat chewed in Mogadishu (Lari) is not more than USD 7, but retailers sell between USD 25 – USD 30

A symbol of massive corruption
Government Taxes from airport, single entry visas and residence permits, Passports, business licenses, sea port taxes and so on, go into the pockets of individuals except small amount which is deposited into the Central Bank. The Somali Federal Government is busy in begging the international community for billions of Dollars, but money from donors end up in the hand of corrupted individuals without proper
audit.
Within three months, Honorable Haaf who has an Ethiopian passport built first class Samira Hotel in Mogadishu. The agony is that he pays 3% of the Khat Tax to Al Shabab militia whom he had a long term relationship. He is also South Somalia Representative for Daallo Airlines, and owns Km 50 airstrip where he ships Marijuana from his farms and Drugs.

Former President Sharif Sheikh Ahmed gave him theprivilege of collecting Khat Taxes. He belongs to Habar Ghedir clan, Sa’ad sub clan. Most of his wealthy is gained during the two decades anarchy in Somalia. He is very dangerous and influential man, he can’t travel to certain countries such as UAE due to money he has conned from its businessmen.
